Carver flips his knife back into the ham shank on the bar and charges after Tonka. "I've had enough of this woman!" He charges after her and as others cry out to stop her foolishness he goes with a more hands on approach attempting to tackle and wrestle her to the ground!

Fumbus is at the window laughing, while Merisiel and Carver run after her. She is quick and, for now, ahead of the heroes.
Initiative is a perception roll.
Merisiel: r13+6=19
Carver: r17+6=23
Fumbus: r7+3=10
Tonka: r12+4=16

So it's Carver - Merisiel - Tonka - Fumbus
Let's take the chance to consider basic combat stuff here: You get three actions per round, which can be anything from attacking, moving etc. Some activities, like casting a spell, or aiming or whatever, might take two or more actions.
You affect the world around you primarily by using
actions, which produce effects. Actions are most closely
measured and restricted during the encounter mode of
play, but even when it isn’t important for you to keep strict
track of actions, they remain the way in which you interact
with the game world. There are four types of actions: single
actions, activities, reactions, and free actions.

Single actions can be completed in a very short time.
They’re self-contained, and their effects are generated
within the span of that single action. During an encounter,
you get 3 actions at the beginning of your turn, which
you can use as described on page 468.

Activities usually take longer and require using multiple
actions, which must be spent in succession. Stride is a single
action, but Sudden Charge is an activity in which you use
both the Stride and Strike actions to generate its effect.

Reactions have triggers, which must be met for you to
use the reaction. You can use a reaction anytime its trigger is
met, whether it’s your turn or not. In an encounter, you get 1
reaction each round, which you can use as described on page
468. Outside of encounters, your use of reactions is more
flexible and up to the GM. Reactions are usually triggered
by other creatures or by events outside your control.

Free actions don’t cost you any of your actions per
turn, nor do they cost your reaction. A free action with no
trigger follows the same rules as a single action (except
the action cost), and a free action with a trigger follows
the same rules as a reaction (except the reaction cost).
You can use the first attack in each round normally, but the second attack gets -5 and the third -10. There are some feats and weapon features that reduce the penalty. So you could, even at first level, attack three times in a round. But you could also stride three times, or stride, attack, stride or whatever.

Merisiel runs after Tonka and attempts to tackle her to the ground, while shouting at her, "They're not giants! Look, they're jesters on stilts!"
Action1 1: Stride 30'
Action 2: Stride 20'
Action 3: Grapple Tonka

If Carver is also planning to grapple Tonka, I will Aid his action if he has the higher Athletics score.

Carver joins Merisiel int he charge and tackle, he works with her in doing that took. Instead of shouting at Tonka he shouts at the jesters, "Look out! She's gone mad, she wants to kill you. Get away!" He leaps at the woman flanking with the elf to bring her down.
Same as Muskrat, aid her if her stats are better for a grapple

Merisiel wants to aid Carver, but it does not work. Tonka is nimble and fast. However, Carver runs at her and grabs her from behind, holding her so she cannot move. She struggles, but cannot break free. "What are you doing, traitor? I must protect this house from the giants!"

Carver has Athletics+7, Merisiel has Athletics+5. (cv. the special actions in the athletics skill description).
Merisiel: Aid DC 20. r8+5=13, failed.
Carver Grapple: r13+7=20 vs 13, hit (if you had rolled 23 (10 over the DC, it would be a crit).

Tonka gets the "grabbed" condition.
You’re held in place by another creature, giving you the flat-footed and immobilized conditions. If you attempt a manipulate action while grabbed, you must succeed at a DC 5 flat check or it is lost; roll the check after spending the action, but before any effects are applied.

Tonka tries to escape:
Escape [one-action]
Attack
You attempt to escape from being grabbed, immobilized, or restrained. Choose one creature, object, spell effect, hazard, or other impediment imposing any of those conditions on you.
Attempt a check using your unarmed attack modifier against the DC of the effect. This is typically the Athletics DC of a creature grabbing you, the Thievery DC of a creature who tied you up, the spell DC for a spell effect, or the listed Escape DC of an object, hazard, or other impediment. You can attempt an Acrobatics or Athletics check instead of using your attack modifier if you choose (but this action still has the attack trait).
Critical Success You get free and remove the grabbed, immobilized, and restrained conditions imposed by your chosen target. You can then Stride up to 5 feet.

Critical Failure You don’t get free, and you can’t attempt to Escape again until your next turn.

"Hold still you idiot! They aren't giants. They are stilt walkers!" He looks to keep hold of the woman, "Someone get those fool clowns down on solid ground!" He attempts to keep her held, pinning her to the ground. It never crosses his mind that perhaps she's right, and these performers are some sort of assassins posing as carnival folk, and her touched mind is just calling them giants because it doesn't know what else to call them.

The goblin sighs to himself. It was all well and fun until the lady went crazy. Carver clearly has this in hand, but he might as well show solidarity and help out.
Spend my turn movin' on up to the action.

Fumbus runs out and stops near Carver, who is pinning Tonka down. She slowly starts to calm down as she realizes her mistake. The "giants" however, get scared by the crazy woman and topple over, falling down and over their wooden stilts. The two men emerge from the sheets and look unhappy at this "attack". Bordo apologizes and soon everyone is back at the dinner table and the jesters (this time without stilts) juggle and make jokes.

However, many guests seem to have itching spots on their skin.

Merisiel silently thanks the gods that Tonka is only slightly unhinged and was able to see her mistake without a violent confrontation.

At the dinner table, Merisiel turns to whoever is near her outside her party and says, "Does it seem to you like there's some sort of rash going around? You don't suppose there's something wrong with the water here?"

"Some sort of /Rash/ I see what you did that. Tonka is acting rash and we are all itching." Carver stands up, "Alright, let me address the oliphant int he room." He scratches at him, "We are itching, all of us. What's the deal? Huh? We came here for some relaxation, a bath, and look what we get? Who's in charge of this mess?"
