I've got the book handy. Having the right tools, and proficiency with those tools, allows you to apply your Proficiency bonus "to any ability checks you make to disarm traps or open locks."
Picking Locks and disarming traps are not covered under Sleight of Hand, but they are covered under "Other" Dex checks.
So, you could ask for any ability, presumably whichever you decide fits what the player wants to do. So you chose Dex, then you add Proficiency with the thieves' tools if the player has them and knows how to use them.
