Top Down vs. Bottom Up

What I think one mistake of world building is starting top down.

I believe it is a difficult thing to imagine everything that's happening everywhere.

Would anyone be interested in a bottom out approach to a game? Honestly, you wouldn't know /all/ that much about the theme other some very basics that you would know from your characters' points of view.

What do you think?

In a way it would feel cinematic to a certain extend where you are progressively discovering the world and themes, i think it could be interesting depending on the setting.

It is basically a medium-magic fantasy setting. What characters and players, actually, would mostly be from rumors, etc.
