Illegal 4th: Vardaenia Voting Power

I propose that all citizens of Vardaenia (including the Founder), have their votes counted as 1.5 in value (instead of the normal 1).

His proposal was NOT in the stick, and therefore was not visible. I suggest people really make sure to sticky their proposal.
