A founder may swear loyalty to one other founder as a Vassal. A Vassal and Liege Founder have all the same rights and responsibilities to each other as a citizen and founder, both gain a veto similarly, and vassals are equally affected by any rules that would benefit a citizen of that founder.

It allows circle relationships...which is bad.
It gives founders powers only immigrants had before...bad.
It's clearly a desperate ploy by a founder who's nation is so full of swamps and stank that he can't get citizen.
