Failed: No Surprise Wins
Any proposal that would designate a winner or winners, and/or a loser or losers cannot pass until after 24 hours since the time of its proposal, even if it has enough votes to pass. Unless defeated it remains as a proposal for the 24 hours.

24 hours is too long. Also, if the expire period is ever set to shorter than 24 hours, this rule would make it impossible for some one to win.

Nay. Although I support a measure to prevent the type of cheesy win that I attempted, I do not believe that this measure will do so adequately.
