We add Rathar to the fellowship now. I'll adjust Hope and Eye Awareness, and add him to the job list, which one to you think he's best suited for?
I assume he won't be anyone's Fellowship Focus yet, nor have one, but he might have one, as he's sort of been enamored of you since you saved Woodland Hall (which he fought in also.)

But is he half-Noldor or half Silvan? If the latter, wouldn't he be just 2?
Rathar could be a 2nd Scout (Explore 3, Stealth 2), or a 2nd Huntsman (Hunting 2).

He is Half Silvan, I had considered 2, as that's on par with Dunedain. I suppose a case could be made for 2. I'm not sure we have a president of half silvan elves any place in the fiction yet.

Well, if he had rating of 3, it should probably come with some of the benefits of a Noldor; that race is partly balanced out by the fact that they draw more attention.
Mechanically speaking though, Aerth is just a Woodman.

We already have 2 lookouts, so would probably benefit more From a 2nd huntsman (or Scout)
