**Stardate 1/9406.05. On routine patrol, USS Bonhomme Richard detected and recovered a recorder buoy with the USS Gulliver ship’s log. Gulliver’s mission had been to make a routine evaluation of Axanar’s sociological development as follow-up to an evaluation conducted by the USS Yardly some 74 years prior.**

*Final log extract from the ship’s recorder buoy containing Captain’s Log, USS Gulliver, Sharrir Th’saal, commanding (entry Stardate 1/9404.01).*

Instructions of current assignment of USS Gulliver were to evaluate Axanar Culture for lifting of Non-Interference Directive. Instructions not carried out due to presence of non-Federation forces in Axanarian system.

Made orbital approach to Axanar. Discovered eight alien starships in vicinity. Computer analysis of configurations report five Klingon D-4 cruisers, two Klingon D-16 destroyers. Also present is one other vessel not known to computer. Unknown class is: Length, 250 meters; width, 150 meters; height, 50 meters; mass, 73,000 metric tons; weaponry, unknown; maneuverability, similar to D-16.

The vessels are aware of Gulliver and proceeding to engage combat. Forming into three groups, advancing on Gulliver forward port, forward starboard, and aft. Shields up, forward lasers armed. Enemy vessels possess good maneuverability and have tactical advantage. Gulliver is hit amidships; casualties severe. Exchanging fire, but Gulliver having no significant effect. Ship hit again. Enemy vessels equipped with advanced weaponry and propulsion. Battle continues, shields failing.

Message from enemy commander coming in. Claims this planet and alliance with inhabitants of surface. Ejecting recorder buoy and hope information contained will be retrieved and prove useful. I have met Thasalla Shiithar.

The Arcanis Incident

The Arcanis incident
On Stardate 1/9212.21 (less than 18 months ago, all of you were in Branch School), a three-ship Klingon task force of new D-7A cruisers was observed moving through an area of unclaimed space between the UFP and the Klingon Empire. The scout ship USS Bohr left its patrol to intercept and track the group. With the patrol ship occupied, a second task force of around 20 Klingon ships entered the Arcanis system and attacked a research outpost on Arcanis IV. The Klingons knocked out the station’s deflector shield with disruptor fire and transported two companies of Imperial marines down to the outpost. With cold-blooded efficiency, the marines killed every inhabitant of the station, 112 in all. The last message recorded on the base’s log was from a Klingon Captain named Muthar, who remarked that the base would not be destroyed, “because it might someday be useful to His Excellency, Emperor Karhammur.”

In the wake of the Arcanis incident, the Federation was bitterly divided on how to respond. Echoing a scene from Lord of the Rings: The Two Towers, the peace doves sat on their thrown with their head in their hands and proclaimed, “I will not risk open war!” The war hawks took the pipe out of their mouth and responded, “Open war in upon you, whether you’d risk it or not!” In the end, the peace doves won and the Federation has followed a policy of nonaggression and non-escalation. In the ensuing months, the Klingons have been amassing their warships along the border. The Federation has answered by placing three armada task forces at strategic points along the boarder to counter and respond to any Klingon incursion.

The peace doves claim that peace has given the Federation time to construct more vessels suited for war. The war hawks counter by pointing out that the Klingons can match the federation’s ship manufacturing capabilities ship-for-ship, that the Federation has ceded initiative to the Klingons, and wars cannot be won with a strictly responsive posture.
GM Note: The Arcanis incident is referenced in the Star Trek OS episode Day of the Dove. Checov, under the influence of an entity that feeds on conflict, claims his brother Peter died in the Arcanis massacre. Later it is revealed that Chekov never had a brother Peter.

Cygnians

The humanoids of Cygnet XIV have vaguely equestrian features (a long tail and hair growth along a central raised spine). Cygnians are technologically advanced, especially in cybernetics and computer sciences. Cygnian culture is female-dominated because the males aren’t as large or as smart as the females. Cygnian’s equestrian musculature and large green eyes give them an exotic look.
In the original series episode “Tomorrow is Yesterday,” the Enterprise gets repairs at Cygnet XIV. The Cygnians upgrade the computer with a flirtatious female personality. Later the personality is removed, but the iconic female voice remains.

In the original series episode “Obsession,” Cygnian respiratory disease is mentioned.
