Different buggies can hold different amounts of people. Most hold 4-5, including the gunner and driver.
The techromancers are not so secret anymore. They are more revered now than they are hated. They are attempting to find and protect the jump gates, mostly. Mutants hate techromancers however.
Mutants have a disadvantage you get automatically, as everyone gets unaging as an advantage (with no points). Mutants get a point disadvantage for actually again. There is a suitable disadvantage that I can't think of right now. Otherwise, their advantages and disadvantages could be anything within reason.

If Brennor is interested in the gunner, I'll let him do that.
I like the idea of the techromancer... but I don't want to be a wierdness magnet for the whole group. So, I only want to go down that road if it is reasonable that he is rather secretive about it... and trying to infiltrate into another group to gain information..... or perhaps they send out "operatives" to gather intel, or whatever.
