The reason is simply that pbp can be very, very slow in advancing characters and rolls for low level characters can be quite tedious. If this were a table session, that's okay because combat doesn't last for weeks and it may not take half a year before you increase just one level. (Or more. I've played games that have run for five years now and we're level 5 which is alright but still...) Of course I can understand if that's the way to go for a pbp game. Just my two cents here. (Especially if it's going to involve rolling all the time. Of course I don't know how you GM things, daz, so it's just a long shot guess there too.)
How much would you suggest for a point pool?

There's rules in the book already. Why not use that one? Besides, as far as I can tell, the rules don't allow to just go too overboard either. My personal preference here would be the high one. The rules for standard say 10 on the base abilities and 14 for distribution on them all. And high (10 base + 18 to distribute) would be the small edge above it that is the difference between PCs and NPCs. The (anti-)hero streak.

I'd like to go Chief Engineer. I really enjoyed the Quarian Engineer I played in a Mass Effect campaign Vardaen ran a whiles back. I wouldn't mind basically playing that same character here in this campaign too.

This description sounds more like a short plot than the game world sort of setting, but it works. I'll add it and if you want to change let me know. Watch for a forum soon.
