It seems for the moment duty calls. Haxtes announces Sand wants to see you, and you are soon on your way. You have an hour to speak as you travel from the archives of the Inquisition and Administratum to the district in the Middle Hive where Sand has a small holding where you regularly meet with him.

You arrive in an area of the Magistratum with architecture dominated by Gothic gargoyles and patrolling Arbites. In a far corner of a large open area is a narrow tunnel that you head down. Unlit the dark passage moves without decoration or identification of where it might lead. A single metal door is placed almost randomly among the side wall. From there you head inside a small elevator lift and head down. Its easily ten stories down into the hive from there where the elevator empties into what can only be considered a warehouse staging area. Its a chamber no larger than 10 meters square dominated by crates and containers haphazardly scattered about. Against one wall is a large plate glass window that has heavy black tint. No lights are on beyond the mirror so you can't see through it at this time, but in the past Sand has been present there.

Only a single servitor skull hovers in the chamber now, its red scanning light the only source of light in the room that you don't bring with you. As the red light passes over you it flashes a few times and then a pass drawer opens under the large window, and inside is a single data slate, powered on, with its green light illuminating your reflections in the window.

"More heretics and mutants to harm the Emperor's domain." Nemidia looks with contempt on the men in the recording. "I'll assume from being shown this that the Imperium has not yet rid itself of this traitor or his work."

Nemdia takes the data slate and looks it over and then hands it another person. The drawer closes. The servo skull scans you again, lights blinking, and the image of a dark-haired man with exceedingly wide eyes flickers into view above the servitor. There is something wrong with the musculature of the man’s face—his eyes open and close vertically. The servo skull states, "Assod Morir" to indicate the name of the person in the image that its projecting.

Then the drawer opens again and inside is a high resolution picture that was clearly taken from above the subjects it depicts. Three figures are shown frozen in a running motion. All of them are holding weapons. One has scaled skin, the second seems to be a man made of polished metal and the third, who is looking over his shoulder at his pursuers, is identical to the identified as that of Assod
Morirr.

"Fascinating. This says that the Baron established the Broken Chains, but this mutant was an agitator within the mines but a member of the same organization? Looks like he broke ranks, or went mad, or something. But he's super dead." Damien looks at the other mutants being shown, with varying amounts of humanity left. "Do we have pict recordings of the Baron's death? Says he was executed, but he might have bribed his way out of it, or faked it. People that powerful are hard to kill. Eh, probably a dead end. Arbites agents are usually pretty thorough. And we've got all these interesting mutants to look at, instead."

There is a dim light that illuminates the chamber beyond the window, a digitized voice through the speaker that sits down low under the window breaks the silence from beyond the glass. It is Sand's voice, he stands behind the window and indicates the data slate. "Assod Morirr. That was compiled fourteen years ago." Then his finger twitches to indicate the high res image, “That image was taken on Sepheris Secundus two months ago. You’ll note the resemblance, yes?”

“The transcript’s veracity is confirmed. I’ve actually seen the original. No doubt some of you may be considering that the individual in the second pict is a family relation or perhaps a twin. I’ve looked into this, however, there is no evidence to give credence to such a theory.”

“So why does this matter to us, you’re wondering?” Sand produces a data-slate and begins to read from it. “Let’s see here, ah-ha. In the two years since the return of the Broken Chains, fourteen separate mines have been compromised, three at a scale from which no recovery is possible within the next century. The latest series of attacks have been absolutely devastating. Their new weapons are an abomination, well beyond our ability to deal with. When the Royal Scourges called us in…” Sand pauses to look about the room. “This is a missive from Proctor Rotlan, principle Arbitrator investigator on Sepheris Secundus. The Scourges are the local monarchy’s troops.” He resumes, “We thought that they were exaggerating the effects of the bombs. They were not. I’ve never seen such atrocities, bodies melded into the very rock; some impossibly still alive and screaming. My lord, I urge you to come at once. I am at a loss for what to do; the Broken Chains’ original network was never uncovered and their hiding spots remain unknown to us. The local nobles resent our presence but fear the repercussions of failing to meet their tithe quotas. They’re attempting to shift the blame for not stopping the mutant terrorists on to us. The serfs are terrified of the Broken Chains and are too afraid to speak. I fear it will take the authority of the Inquisition to resolve this matter.”

Inquisitor Sand sets down the dataslate and looks at each of you. “There is an ancient saying on world of my birth: destiny cannot be thwarted. I have seen many strange sights in my time and I do not believe in coincidences. I trust that we follow the God-Emperor’s grand plan… The Adeptus Arbites did not execute Baron Havalir Saerton Ulbrexis. He is alive and here now, in a cell below us, within this very structure.”

“I have brought you here to make him an offer: in exchange for his help in rooting out the Broken Chains, the Inquisition is willing to assist him in taking the throne of Sepheris Secundus when Queen Lachryma exits it. An event that is likely to be very soon. If he does not accept our offer, the Inquisition will, at the very least, be forced to incinerate everyone and everything within the mine complex known as the Harrow, despite the crippling effect this will have on the sector.”

“If you can acquire the Baron’s help, your mission will be to ascertain the location and identification of the mutant terrorist named Assod Morirr and you will find the headquarters of the renewed Broken Chains with the help of Ulbrexis. You are also expected to present an overview of the local situation and a working plan on how to permanently deal with it when I arrive a month or so after you. I don’t expect you to take on the Broken Chains alone, and you are to coordinate your efforts with Proctor Rotlan, a local Arbitrator I am on good terms with. I also expect you to ‘play nicely’ with the Royal Scourges, though they are little better than thugs. Don’t forget that it is vital that Ulbrexis must remain anonymous so as not to cause a problem with the local authorities or populace. It may be necessary for you, at times, to disguise yourselves in order to unearth Morirr and his gang. ”

Sword grunts, "Why not send in the Imperial Guard? This seems like a military operation, Inquisitor." Sword places his arms over his chest as he stands there. Finding a mutant? That seemed logical, but why not just send in the troops, he wondered. What was so sensitive they would send specialists like themselves.

"Yes, Sword that is the long term goal. The Royal Scourges, the Imperial Guard, the PDF from around the area, all of them are like using a saw when what we need is a scalpel at the moment. This Broken Chains has remained trouble on the planet for years, and they have yet to be rooted out. Out best hopes of doing so is to get Ulbrexis' help in locating them, and Morrir and removing Morrir from power. You are expected to present an overview of the local situation and a working plan on how to permanently deal with it when I arrive a month or so after you. I don’t expect you to take on the Broken Chains alone, and you are to coordinate your efforts with Proctor Rotlan, a local Arbitrator I am on good terms with. I also expect you to ‘play nicely’ with the Royal Scourges, though they are little better than thugs. That way when we bring the force to bear, we will have direction and purpose."
One thing Sand doesn't say but you might know is that you would be able to start this task today. While trying to Mobilize the Imperial Guard could take YEARS to bring them to bear with all the paper work invloved.

There's every reason to think that he might try again under the right circumstances. Yes, he's being offered the throne of Sepheris Secundus. But that seems hardly a desirable goal for someone who wants to advance a heretical democratic agenda."
What does Jericus know about the Broken Chains? He has Forbidden Knowledge (Cults) and Forbidden Knowledge (Heresy).

Haxtes just listens and says nothing. His religious beliefs tell him to battle heretics, mutants and the like, and he is ready to go into this battle. His mechadendrite servo claw opens and closes as if to decapitate mutants. It is powered by an engine, so its power is not dependent on the wielder's strength.

Damien nods, understanding. "Makes sense. The PDF could lumber around the mines all they wanted, the smarter cultists or mutants would see them coming a continent away and hide the worst evidence. We can move in silence and secrecy, or at least more than simple soldiers." He taps his chin in thought. "And Morirr is only presumed dead? Morirr took an energy blast to the head. I'm surprised anything short of a Daemon could have taken a hit like that. Surprising. If we do run into him, nothing short of exceedingly excessive force will bring him down."
