Mei-Li sighs in frustration, seeing the Xun-Wen has closed into engage in combat with the man she was aiming at--she can't fire at Fang Chou without risking hitting Xun-Wen himself. She switches her aim and fires at the nearest of the thugs Fang-Chou brought with him.
All-Out Attack against T3 with the bow, determined to give me +1 to hit.

Mei-Li reaches and pulls an arrow from her quiver. She places it against the string and fires an arrow into the crowd of thugs. The arrow lodges itself in one of their arms, to which is screams out in anger with the arrow sticking out of his bicep.
All-Out-Attack (Determined): 13 vs. 13 + 1 (Determined) = 14, Success
No Active Defenses
Dodge: 9, Fail
Hit Location: 12 (Left Arm). All damage reduced to x 1
Dmg: 4 - 1 (DR/Cloth) = 3

The Tong Guards rush forward with their staves. They swing them wildly and without any real skill. Fang Chou and one guard dodges aside, while the other smacks the staff down with his club.

The thugs counter attack. Only one misses. One hits a guard straight in the chest, causing the Tong Guard to grunt and begin wheezing. The other is much worse, as the man with the arrow in his arm swings his club down upon the elbow of the nearby guard. A loud crack sounds as the arm is broken and rendered useless.

Moving swiftly and without mercy, Xun-Wen continues to try and defeat Fang Chou with crushing blows before his opponent can cripple and maybe kill him. Although it troubles him that Fang Chou has already tried to blind him with his first attack. And his allies don't seem to hold themselves very good as well.
Committed Attack (Determined). Twice.
Damn it, why can't I hit him...

Xun-Wen launches two attacks at Fang Chou. This time, Xun-Wen breaks past Fang Chou's defenses and lands a clean punch straight to the chest. The magistrate exhales deeply as the wind is knocked out of him, but has enough wherewithal to bring his hand up and alter the path of the second punch, knocking it aside.
So are you going to tell me if you punch or kick? If you do not actually describe your attack, I don't know exactly what to do.

Fang Chou frowns, "I am done playing with you!" He steps forward, pushes on Xun-Wen's shoulder, and then kicks out the back of his legs, planting the young man onto his back.

Do I have a clear shot at Fang Chou, now that Xun-Wen is lying on his back? If so, I take the first action. If not, the second. Sorry to break up the flow, but it seems more efficient to post two alternatives, than to wait for your reply.
Seeing that Xun-Wen has gone down, Mei-Li steps forward and fires another arrow, this time at her original target, Fang Chou.
All-Out Attack, Determined for +1 to hit.
As I understand it, I can move forward up to 4 hexes (half my move speed). I'll move forward one hex closer to Fang Chou.
OR

Hastily, Mei-Li drops her bow, draws her staff and moves forward, preparing to protect Xun-Wen.
Ready Staff.
Defense: Parry if I can, dodge if not.
Move forward one step, which I guess is the most I can do on a Ready action.

Mei-Li steps forward and tries to shoot Fang Chou. The arrow zips toward him, but the man is able to turn his body, exposing his side, but making himself smaller. The arrow flies past and sticks into a building across the square.
Yes, you have a clear shot since he is on the ground.

The Tong men continue to fight. One slamming his staff against a thugs leg, the other missing, and the third, with the broken arm, runs off toward the horses in terrible pain.

The thugs attack again. The first swings his club, which flips out of his hand and falls to the ground at his feet. The second attack is blocked by one of the Tong's men staff. The third ignores Xun-Wen and attacks Mei-Li. The club smacks Mei-Li on the hand, forming a knot there instantly ...

Did it. Although I was confused that there was no page 364 and I forgot that it continues in the campaign book.
Xun-Wen knows that he's an easy target when he keeps lying on the ground or even kneels so instead he summons his strength to flip up from the ground to get into a fighting position.
Acrobatic Stand. All-Out.
In (unlikely) case of a critical success: Determined Attack, Punch.
