1. Winners of this game are od, Trogdor, Bitom, and Connie_the_fire_Element. All those who do not win lose.

2. To suggest a new rule any player can suggest a proposal in a thread. A proposed suggestion has a starting vote tally of 0. Players other than the author can vote YEA or NEA once on a proposed suggestion. Each YEA adds 1 to its tally. Each NAY subtracts 1 from its vote tally. If a proposal reaches a vote tally of 3 it becomes a rule. If it reaches a vote tally of -3 it fails. If a deadlock persists after 24 hours the proposal becomes a rule if the tally is 0 or higher. If it is -1 or lower it fails.

3. So long as 3 proposals are still currently being voted on, no other proposals may be put forward.

4. A player may have no more than one proposal active at a time.

5. The most recent ruleset will be maintained in this thread. Rules will be given a number based on the order they are approved unless a rule says differently.

6. Founding Members are Deadman, TetNak, Trogdor, Vardaen, and JohnnyWeird. All other players in Democracy are Immigrants.

7. Anyone voting must do so in the proposal's thread or else the vote does not count.

8. Brought into existence are five lands, each corresponding to a Founding Member, called The Province of [Founding Member's Name].

9. The periods between Friday at 5:00 pm and Monday at 8:00 am, henceforth known as "the weekend" be granted holiday status. No proposals may be introduced, and no votes may be counted during the weekend. For the purposes of counting durations, time during the weekend will not count. It will be as if the weekend did not exist, and 8:00 am Monday occured immediately following 5:00 pm Friday. Proposals may still be withdrawn over the weekend, and vetoes may be cast over the weekend. All times are to be determined by the time settings of the server known as "Beast" (i.e., the times that are listed in forum posts, roughly equivalent to Eastern timezone USA (EST or EDT, depending on the season).

10.Bitom has been forgiven for jockying around the game to a separate forum and changing rules to coincide with this jockying.

11. The player that put forth a proposal may withdraw a proposal at any time after the proposal has been made and before it expires, fails, or passes.

12. Immigrants may pledge their loyalty to one of the Founder's States publicly (on the forums or specially made thread; whichever makes the most sense). The founder may simply accept or deny the Immigrant into his state.

13. No proposal will be allowed to be made that completely removes a players ability to vote on any or all proposals.

14.Should a proposal fail or be withdrawn, it will require one extra vote to pass if it is ever reproposed. This effect will be cumulative if it is reproposed multiple times. It can still be rejected with three votes.
Genuine alterations of elements of the to a proposal can make it a new proposal under this rule. But simply rephrasing it will not make it new.

15.When an Immigrant becomes a citizen they receive a single one-use veto, to be used at their whim, for any proposal their Founder did not propose.

16.When a ruler gains a citizen they receive one free veto against any other rulers proposal. This veto follows the same rules as a citizens veto.

17.No rule shall be allowed that grants any player an unlimited veto power. Any veto power granted must be inherently limited in total uses or uses per day.

18. The word "Player" for all rules is to be defined as "Person who has made at least one post to an IC thread of a RPG on Brennor's RPG corner in the last week"

19. Any two players may form a contract with each other, a binding agreement that only the two must follow as if it were a rule. There will be a new announcement thread that players must display their contracts on. This contract may take any form they wish but all contracts must either expire within a week or contain an exit clause, as to not trap less savvy players. Players may still make private agreements, however only public contracts are legally binding.

20. For a law to pass it must contain Yea votes from citizens or founders of at least 2 separate nations. If a Law reaches a score of 3 and only has Yea votes from a single nation, it shall remain a proposal until it has the vote of another nation or otherwise fails, expires, or is withdrawn per the normal rules of a proposal.

21.No player's vote is worth more or less than any other player's vote. No player may vote more than once per proposal, though they may change their vote if convinced.

Definitions:

These are definitions that have been defined by laws above.

Weekend: The time between 5pm Friday and 8 am Monday

Veto:The ability to removal a proposal from consideration. When removed said proposal cannot be reproposed for 24 hours.

Player: Person who has made at least one post to an IC thread of an RPG on Brennor's RPG corner in the last week

Immigrant: Any player in the game who is not Vardaen, Deadman, Trogdor, JohnnyWierd, or TetNak.

Founding Member: Vardaen, Deadman, Trogdor, JohnnyWierd, or TetNak.

Citizen: An immigrant that has publicly sworn allegiance to a country.
