Any two players may form a contract with each other, a binding agreement that only the two must follow as if it were a rule. There will be a new announcement thread that players must display their contracts on. This contract may take any form they wish but all contracts must either expire within a week or contain an exit clause, as to not trap less savvy players. Players may still make private agreements, however only public contracts are legally binding.
