Failed: Delay winning
In order to allow time for a complex legal system, with increased protection against winners, I propose that no law can designate a winner or loser until after the next weekend period, on 2/25/08. Any proposals that pass before then designating a winner will have a clause added: "This rule will take effect at 8am on 2/25/08". Since this rule will become obsolete it will always be given the last number and will be deleted on 2/25/08.

I'd rather have someone pull a win out from under me than try and figure out too many confusing rules.
