The Jade Hand is an independent, secret association of smugglers who have banded together in the search for the one thing they hold dear: profit. They are rumored to serve some darker organization, but such rumors spread easily in Carnac even with no basis to build on. Their actual base of operations is unknown, though it is rumoured that they are responsible for most of the traffic in the city's sewers.

As might be expected, all smugglers in Carnac lead a double life of sorts -- that mild-mannered businessman or Guard Private might actually be a smuggler.
