Yaca - Full name: Yacatecuhtli. Praetor of the Council.
Sparrow - Sentinel to the Council, second-in-command to Master Robertson.
Captain Samuel Robertson (Master Samuel Carson Robertson, bani Tytalus, [lots of extra Hermetic titles]) is head of the local Council. Both magically and politically, Robertson is openly the most powerful guy around.
